City of St. Clair gets state loan for sewer repairs

St. Clair will be spending more than $1.8 million on its sanitary sewers with a little help from the Michigan Department of Environmental Quality.


The state recently awarded the city $1,845,000 from the State Revolving Fund. St. Clair was one of 23 communities statewide to get funding for wastewater or drinking water initiatives.


The city approved the work earlier this year.


With interest rates below what is available on the open market, funding infrastructure projects through a state revolving loan allows municipalities to pass along savings to their customer base, a spokesman for MDEQ said.


The St. Clair loan will be repaid over 20 years with 2.5 percent interest.


The estimated annual user cost for the total project is $4.12.


Jeff Chambers, director of St. Clair’s waste water facilities, said the money from the revolving fund would be used to “fix some breaks and stuff” but said he did not have details about the project.


St. Clair City Superintendent Mike Booth could not be reached for comment.


According to an environmental assessment done by the MDEQ, the city intends to “repair and rehabilitate critical and high-priority repairs in the sanitary sewer system.”


Stephen Pangori, executive vice president of Anderson, Eckstein and Westrick in Shelby Township, the city’s consulting engineers, previously said about 60 percent of the sewer project work will require digging, but traffic will be maintained as workers will not be digging up entire roadways.


The sanitary sewer project includes work on more than 20 streets in St. Clair.


Mayor Bill Cedar said the city applied for the loan from the revolving fund earlier this year.


The MDEQ’s environmental assessment anticipates a completion date of June 2013.
